In 2001, Leo KoGuan Foundation (USA) was founded to foster the development of Higher education in China and the USA. The Foundation is set up to encourage the study and application of the XuanYuan Thought with “Giving First Taking Later” principle at its core. It also serves the purpose of promoting XuanYuan Rule of Law and Principle (Five Mandates) so to uphold human rights and justice, as well as to establish a Scientific Outlook and to create a Free-Lunch economic system where everyone has access to free education, free health care and free material comfort for life.
Up to 2017, Leo KoGuan Foundation (USA) has donated to Shanghai Jiao Tong University, Peking University, Tsinghua University, and Fudan University in above. It has supported the construction of KoGuan Law School Building in Shanghai Jiao Tong University, Law School KoGuan Building, School of Government Leo KoGuan Building in Peking University, Leo KoGuan Law Building in Tsinghua University, and Leo KoGuan Law Building in Fudan University.
In addition, the foundation has established scholarships and teaching awards to outstanding students and to those in need. Leo KoGuan Foundation (USA) has offered the largest number and amount of scholarship and Teaching awards by the end of 2016 -- over 2400 scholarships and 200 teaching awards in Peking University, more than 500 scholarships and 60 teaching awards in Tsinghua University, virtually 700 scholarships and 300 teaching awards in Shanghai Jiao Tong University, and approximately 500 scholarships in Fudan University.
